What's Changing for 2023-2024
A lot is changing this year! Some of these are major changes and some provide a great opportunity for benefits you may not have previously had access to. Below is a quick recap of important points:
Bi-weekly Payroll Schedule - Beginning 9/1/2023, benefit deductions will be deducted from 24 paychecks per year, instead of 26. When completing your benefit election, your current election amount reflects this change and won't match what you currently see on your pay stub.
Medical - Medical rates are increasing but only minor plan changes are being made. If you change plans, you will receive a new card. Otherwise, you will not receive a new card unless you request one by calling. Pricing and network links will be available in June. Pharmacy Provider (Moving from CVS/Caremark to Express Scripts) - ExpressScripts offers many of the same benefits as CVS/Caremark, such as SaveonSP (similar to Prudent RX). You can explore the new plan at the TRS ActiveCare Prescription website (link below). New pharmacy cards are not expected to arrive until mid-September, so please make sure to fill your prescriptions before 9/1 to avoid any delays receiving your medications. Important links for information are provided below, or contact an ESI dedicated customer service representative at 844-367-6108.

Dental (Moving from Delta to Lincoln) - Big changes to the dental plan. Rates are decreasing, adult orthodontia is now covered on the HMO and PPO High plan, and the PPO plans have an unused roll-over benefit. This means if you don't use all of your calendar year maximum, some will roll over to the next year, giving you more coverage if you have a "bad" year.
Most importantly, make sure your provider is in Lincoln's network. Instructions for each plan are included below.
Dental HMO: Call Lincoln at 888-877--7828 or search for your provider here: https://yourdentalportal.com/sbd/dental?brand=lincolnfinancial. Click on Find a Dentist/DHMO Texas plans 5, 6, 7, and 8/then search by location, dentist name, or practice name. Remember, if you want to stay with your dentist and they are not in the HMO network, consider a PPO plan.
Dental PPO (low or high): Call Lincoln at 800-423-2765 or search for your provider here: https://lfg.go2dental.com/member/dental_search/searchprov.cgi?P=LFGDentalConnect&Network=L.Select plan type/PPO and enter any other criteria you want to search. Remember, on a PPO you may see any dentist you want, but selecting an in-network provider lowers your out of pocket costs.
Life Insurance and AD&D (Moving from OneAmerica to Lincoln)- This is your chance to add life insurance and can't be denied! You may elect a guaranteed issue amount up to $280,000 for yourself, $50,000 for your spouse, and $10,000 for your child(ren) and can not be denied coverage. You may also elect more than the guaranteed issue, subject to underwriting approval. Once enrolled, you may also increase your coverage by four (4) units every year at annual enrollment with no underwriting!
If you previously had a voluntary life insurance plan with One America, your coverage will automatically roll over to the new plan with Lincoln. Your rate will remain the same unless you are moving to a new age band.
If you previously had a grandfathered life insurance plan with One America, your coverage will automatically roll over to Lincoln, to the nearest $10,000. Some will see no change in premiums, some a decrease, but some will see a significant increase in premiums. Unfortunately, this was unavoidable and is not just a result of moving to Lincoln. One America was going to increase the premiums on all policies (voluntary and grandfathered) and everyone would have experienced an increase.
If you had a voluntary and grandfathered life policy, the two policy amounts will be combined into one policy, but you may decrease it during annual enrollment if you would like. If your total policies are less than the guaranteed issue amount and you would like to increase them, you may do so up to the GI amount with no underwriting.
If you elect more than $250,000 for your self, or more than $50,000 for your spouse, the amounts over the guaranteed issue will require approval. As an employee, you will need to register and complete the evidence of insurability questionnaire at MyLincolnPortal.com. The Group ID is BIRDVILLEI. ID Theft (Moving from IDGuard to Experian) - In addition to monitoring all three of your credit reports, the Experian Elite plan provides dark web monitoring, password managers, and a host of financial wellness tools. All of this for less than the previous coverage!
Addition of Critical Illness (Lincoln) - Critical Illness benefits provide a specified amount for a number of illnesses such as heart attack, stroke, Alzheimer's, major organ failure, and Multiple Sclerosis, just to list a few. The policy does not cover cancer. The policy has a wellness benefit of $50 per year for covered exams, screenings or immunizations. You may cover yourself and your spouse, and children are covered for free at 50% of your benefit. Make sure you have listed all of your dependents under the age of 26 in THEbenefitsHUB!
Sick Leave Bank - Sick Leave Bank (SLB) now covers care for immediate family members! Enrollment still only requires a one-time donation of three (3) local sick leave days. SLB may be used for up to 20 days to care for a family member's catastrophic illness/injury, or 30 days for your own.
HSA - HSA limits will increase to $3,850 individual coverage and $7,750 family coverage. The catch-up contribution (55 and older) limits remain at $1,000. NOTE: Your household may not be enrolled in both the FSA and HSA during the same plan year.
FSA and DCA- Flexible Spending limits will increase to $3,050; Dependent Care limits will remain at $5,000. NOTE: Your household may not be enrolled in both the FSA and HSA during the same plan year.
457 and 403(b) - Contribution limits are currently $22,500 with a catch-up contribution (50 and older) of $7,500.
